The CLÁR (Ceantair Laga Árd-Riachtanais) Programme provides financial support for small-scale infrastructural projects in eligible rural areas that have suffered population decline. It’s funded by the Department of Rural and Community Development, and delivered by local authorities in consultation with local communities.

Who can apply?

Community and voluntary groups and local development companies can propose projects for funding under the programme.

How much is available?

The amount available for each project may vary from year to year. In 2023 the amount available per project was between €5,000 and €50,000, but this may change in future years. The funding covers up to 90% of a project’s costs. The other 10% of the costs must covered from other resources (which can include local authority, community or philanthropic sources).

What can the funding be used for?

Projects that receive funding enhance community facilities and amenities. Some of the initiatives funded to date include the refurbishment of community spaces, improvements to local sports facilities, playgrounds, walking trails, and so on.

How do I apply?

Once the programme's annual funding is announced, local authorities make a callout to community groups to propose eligible projects. Details are posted on local authorities' websites.
